Flagship engagement
Designing the world’s first Article 6-compliant carbon market framework.
In partnership with the Government of Zimbabwe and the Zimbabwe Carbon Markets Authority.
In May 2025, Zimbabwe became the first country in the world to launch a national carbon registry compliant with Article 6 of the Paris Agreement — inaugurated by the Head of State at a regional summit with neighbouring governments in attendance.
FINPER designed the legal and regulatory framework that made the launch possible: the underlying national law and the operational rules governing project approval, credit authorisation and the distribution of community benefit. The framework was drafted to international standards from the outset and built to integrate with the delivery technology platform.
On launch day, the framework produced two further world firsts: the first official corresponding adjustment under Article 6 of the Paris Agreement, and the first inter-registry transfer of carbon credits under the new framework.
