Policy and regulation
Designing the regulatory architecture that operationalises climate and carbon market law: project approval, credit authorisation, benefit-sharing and revenue flows — aligned with domestic legal systems and international regulatory frameworks.
Capacity building
Embedding technical and operational capability within government — working with the ministries, authorities and officials who own and operate systems independently beyond our engagement, grounded in our principle of sovereign, self-sufficient implementation.
Implementation alignment
Ensuring legal frameworks, regulatory practice and technology platforms function as a single coherent system — partnering with technology providers to align law and infrastructure from the earliest stages.
How an engagement unfolds
From engagement to live registry in around four months.
Every country is different. Every engagement moves through the same four phases — with ongoing support well beyond launch.
Phase 1 · Months 1–2 · Legal drafting
Diagnostic of the country’s existing climate and environmental legislation. Drafting of the national carbon market law and supporting regulations. Engagement with the ministries and authorities that will own the framework.
Phase 2 · Months 2–3 · Policy & regulatory design
Project approval criteria, authorisation procedures, corresponding-adjustment processes, fee and credit allocation. Stakeholder consultation and alignment with the technology delivery team.
Phase 3 · Months 3–4 · Capacity building & launch
Training of officials. Establishment of the carbon market authority. Onboarding of initial project developers. Final integration testing with the platform. Public launch of the registry.
Phase 4 · Months 4–12 · Ongoing support
Continued advisory through the first year of live operations — support on project evaluation, regulatory adjustment and framework evolution as the market matures.
Beyond the first year, FINPER remains available as governments expand their markets and as the international rulebook continues to develop.
